Advertisement for Bids and Notice of Intent to Receive Bids from Bidders: Vestavia Hills Essential Power Alterations
Sealed proposals will be received by the City of Vestavia Hills, Alabama, hereinafter called the Owner, at QuestCDN 9576787 until 10:00 am local time on May 14, 2025, at which time they will be publicly opened and read via virtual video conference using Zoom for the: VESTAVIA HILLS ESSENTIAL POWER ALTERATIONS.

The project includes, but not limited to essential power alterations to the existing City Hall and Police buildings.
The Contract Time for this project is 240 consecutive calendar days from the effective date of the written Notice to Proceed to Substantial Completion. Liquidated damages will be assessed if the time limit is exceeded.

Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendum, obtained from any other source.
Questions regarding this project should be directed, in writing, to Rick Hannon (rick@rayengineering.com) up until 5:00pm local time three (3) business days prior to bid opening. Documents will be provided digitally in .pdf form only, neither Owner or Engineer will be responsible for the cost or printing of copies.
Prequalification is required for this project. The contractor will be advised on May 2, 2025 if he is prequalified to bid.
A mandatory pre-bid conference will be held on May 7, 2025 at 10:00 am local time at the project site – Vestavia Hills City Hall, 1032 Montgomery Highway, Vestavia Hills 35216 in the Executive Conference Room, 1st Floor City Hall. Attendance at the Pre-Bid Conference is mandatory for all qualified Bidders intending to submit a bid. A site visit immediately following the pre-bid conference will be conducted, which is recommended but not required attendance.
Complete sets of electronic bidding documents (specifications and drawings) are available at www.QuestCDN.com. Prior to downloading the bidding documents, bidders will be required to set up a QuestCDN.com account. Any expense to this account will be borne by the Owner. Hard copies of the bidding documents are the responsibility of the bidders. Bids will only be accepted from pre-qualified contractors who are listed on the plan Holders List signifying that they have purchase a set of documents from QuestCDN and who attend the mandatory pre-bid conference.
NO BID PROPOSAL SHALL BE ACCEPTED AFTER THE TIME STATED FOR RECEIVING BID PROPOSALS IN THIS NOTICE.
The owner reserves the right to reject any Proposal for failure to comply with any requirements of the notice or with any requirements of the Contract Documents; however, owner may waive any minor defects or informalities at its discretion. The owner further reserves the right to reject any and all Proposals or to Award the contract to the Bid which is in the best interest of the Owner at its sole judgement.
No bid shall be considered or accepted by the Owner or Engineer unless at the time of its filing the same shall be accompanied by a cashier’s check drawn on an Alabama bank or a bid bond executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, in an amount not less than five percent (5%) of the proposal, but in no event more than ten thousand dollars ($10,000), payable to the owner.
A separate performance bond and payment bond each in an amount equal to one hundred percent (100% of the contract price will be required at the contract execution. Carriers must be authorized to do business in the State of Alabama.
THE ATTENTION OF ALL BIDDERS IS CALLED TO THE PROVISIONS OF THE STATE LAW GOVERNING GENERAL CONTRACTOS, AS SET FORTH IN ALABAMA CODE SECTIONS 34-8-1 THROUGH SECTION 34-8-28 (1975), AS AMENDED, CHAPTER 4, SECTION 65 TO 82 (INCLUSIVE) OF TITLE 46 OF THE CODE OF ALABAMA OF 1940, AS AMENDED; AND BIDDERS SHALL BE GOVERENED BY SAID LAW INSOFAR AS IT IS APPLICABLE. THE ABOVE-MENTIONED PROVISIONS OF THE CODE MAKE IT ILLEGAL FOR THE OWNER TO CONSIDER A BID PROPOSAL FROM ANYONE WHO IS NOT PROPERLY LICENSED UNDER SUCH CODE PROVSIIONS.
THE ATTENTION OF BIDDERS IS CALLED TO THE PROVISIONS OF ALABAMA ACT 2016-312 AS AMENDED, REGARDING NOT ENGAGING IN THE BOYCOTT OF A PERSON OR ENTITY BASED IN OR DOING BUSINESS WITH A JURISDICTION OF WHICH THIS STATE ENJOYS OPEN TRADE.
No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the City of Vestavia Hills.
The Owner reserves the right to reject any or all proposals, to waive technical errors and/or abandon the prequalification and bid process if, in their judgment, the best interests of the Owner will thereby be promoted.
