ADVERTISEMENT FOR BIDS AND NOTICE OF INTENT TO RECEIVE BIDS FROM BIDDERS
City of Vestavia Hills – Fire Station 4 Renovation
Sealed proposals will be received by the City of Vestavia Hills, Alabama, hereinafter called the Owner, at 1032 Montgomery Hwy Vestavia Hills, AL – City Clerks Department until 2:00 pm local time on August 25, 2026, at which time they will be publicly opened and read via virtual video conference using Zoom for the:

The project consists of the renovation and addition of the existing Fire Station #4 in Liberty Park totaling approxi-mately 11,736 square feet of gross building area. Work includes demolition of the existing living quarters portion of the building and construction of new foundations and slab-on-grade systems to support the renovated and expanded facility. Structural improvements will include new metal stud framing, structural framing members, CMU masonry construction, and wood truss roof framing with a new asphalt shingle roofing system. The exterior building enve-lope will include brick veneer systems, cast stone masonry, new thermal / weather resistant systems, metal wall pan-els, sheet metal flashing and trim, and installation of all new doors, windows, glazing, and storefront systems. Inte-rior construction will include complete buildout of new and renovated spaces with updated finishes, specialties, and associated architectural components necessary to support fire station operations and living quarters. The project also includes complete replacement and upgrade of plumbing, mechanical, and electrical systems, including new HVAC equipment and distribution systems, plumbing infrastructure and fixtures, electrical distribution, lighting, fire alarm, communications, and associated controls. Site improvements will consist of new asphalt and concrete paving, side-walks, utility infrastructure, grease trap, oil and water separator, grading, irrigation systems, and landscaping neces-sary to support the overall development and operation of the facility.
The project is located at 13041 Liberty Parkway, Vestavia Hills, 35242.
The Contract Time for this project is 15 consecutive calendar months from the effective date of the written Notice to Proceed to Substantial Completion. Liquidated damages will be assessed if the time limit is exceeded.

Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendum, obtained from any other source.
Questions regarding this project should be directed, in writing, to Hayden Dumestre at Doster Construction (hdumestre@dosterconstruction.com) by 5:00pm local time three (3) business days prior to bid opening. Documents will be provided digitally in .pdf form only, neither Owner or Engineer will be responsible for the cost or printing of copies.
A mandatory pre-bid conference will be held on August 4, 2026 at 2:00 pm local time in the Executive Conference Room of City Call located at 1032 Montgomery Hwy., Vestavia Hills, AL 35216. Attendance is recommended for Bidders intending to submit a bid.

NO BID PROPOSAL SHALL BE ACCEPTED AFTER THE TIME STATED FOR RECEIVING BID PROPOSALS IN THIS NOTICE.
The owner reserves the right to reject any Proposal for failure to comply with any requirements of the notice or with any requirements of the Contract Documents; however, owner may waive any minor defects or informalities at its discretion. The owner further reserves the right to reject any and all Proposals or to Award the contract to the Bid which is in the best interest of the Owner at its sole judgement.
No bid shall be considered or accepted by the Owner or Engineer unless at the time of its filing the same shall be accompanied by a cashier’s check drawn on an Alabama bank or a bid bond executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, in an amount not less than five percent (5%) of the proposal, but in no event more than ten thousand dollars ($10,000), payable to the owner.
A separate performance bond and payment bond each in an amount equal to one hundred percent (100% of the contract price will be required at the contract execution. Carriers must be authorized to do business in the State of Alabama.
THE ATTENTION OF ALL BIDDERS IS CALLED TO THE PROVISIONS OF THE STATE LAW GOVERNING GENERAL CONTRACTOS, AS SET FORTH IN ALABAMA CODE SECTIONS 34-8-1 THROUGH SECTION 34-8-28 (1975), AS AMENDED, CHAPTER 4, SECTION 65 TO 82 (INCLUSIVE) OF TITLE 46 OF THE CODE OF ALABAMA OF 1940, AS AMENDED; AND BIDDERS SHALL BE GOVERENED BY SAID LAW INSOFAR AS IT IS APPLICABLE. THE ABOVE-MENTIONED PROVISIONS OF THE CODE MAKE IT ILLEGAL FOR THE OWNER TO CONSIDER A BID PROPOSAL FROM ANYONE WHO IS NOT PROPERLY LICENSED UNDER SUCH CODE PROVSIIONS.
THE ATTENTION OF BIDDERS IS CALLED TO THE PROVISIONS OF ALABAMA ACT 2016-312 AS AMENDED, REGARDING NOT ENGAGING IN THE BOYCOTT OF A PERSON OR ENTITY BASED IN OR DOING BUSINESS WITH A JURISDICTION OF WHICH THIS STATE ENJOYS OPEN TRADE.
No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the City of Vestavia Hills.
The Owner reserves the right to reject any or all proposals, to waive technical errors and/or abandon the prequalification and bid process if, in their judgment, the best interests of the Owner will thereby be promoted.
